Lead Regional Advisor - Caribbean

Deborah has over 27 years of experience as an entrepreneur, operator, executive, advisor and lawyer. She is an Attorney-at-Law by profession, in practice at the Jamaican Bar and in addition to her work with Kirchner Group currently serves as General Manager, Strategic Services Division at the Development Bank of Jamaica with a wide range of responsibilities such as Corporate Strategy (including the Digital and People Strategies), Research & Analytics, Monitoring & Evaluation, the Digital and Environmental and Gender Affairs.

Previously Deborah served as Chief of Staff to the Most Hon. Prime Minister of Jamaica between 2016 and 2019. She also served as Head of the Commercial Affairs Division of the Attorney General’s Chambers in Jamaica managing some of the largest commercial transactions for the country since 2012. Her expertise, experience and deep understanding of bilateral relationships in the region, make her uniquely positioned to support Kirchner Group’s activities.

Over her distinguished career, in addition to her direct litigation experience, Deborah has held many senior strategic level roles, both in the public and private sector that have included positions ranging from Government Boards to management, advisory and operational positions.  Deborah has extensive Regulatory and Information and Communication Technologies ICT expertise, working in the Fair Trading Commission, the Office of Utilities Regulation, and the Spectrum Management Authority and serving on other ICT Boards in Jamaica.

Deborah is currently a member on the National ICT Advisory Council for Jamaica and the Deputy Chairman of the eLearning Company Ltd. in Jamaica. Deborah’s commercial experience in the Energy Sector led her in 2020 to serve on the Board of Jamaica’s only oil refinery, Petrojam Ltd., where she sits on and Chairs the Audit and Corporate Governance Committees. Deborah also manages a private Consultancy Firm, Legal Syntax Ltd.

Deborah is a passionate advocate for the special needs community and works tirelessly to improve educational and career opportunities for this often marginalised society in the Caribbean region.
